EU - EN 71-7:2014+A3:2020 Finger paints - Requirements and Test Methods; Third Amendment Published
On 08 April 2020, the Technical Committee CEN/TC 52 “Safety of toys" published EN 71-7:2014+A3:2020. This is the third amendment of the standard “EN 71 Safety of Toys - Part 7: Finger paints – Requirements and test methods".
This document supersedes EN 71-7:2014+A2:2018.
Harmonisation (citation in the OJEU as base for presumption for conformity with Directive 2009/48/EC on the Safety of Toys) is expected.
Timeline
This European Standard has to be implemented at national level by publication of an identical national standard or by endorsement at the latest by 31 October 2020. Conflicting national standards shall be withdrawn at the latest by 08 October 2020.
Relevant Changes
This amendment has been necessary as COMMISSION IMPLEMENTING DECISION (EU) 2019/1728 on harmonised standards for toys cited EN 71-7:2014+A2:2018 as base for presumption of conformity, but an additional note was necessary to lower the limit for the preservative climabazole as set in entry 22 in Table B.1 of Annex B to this standard from 0.5 % (original standard) to 0.2 % (ADDENDUM to the Opinion on Climbazole (P64) ref. SCCS/1506/13' of the Scientific Committee on Consumer Safety (SCCS)). This measurement had been necessary as the addendum to the SCCS-opinion was adopted after the publication of the standard by CEN.
In addition, Inconsistency in the limit value of benzo[a]pyrene has been eliminated. The limit value mentioned in Annex F.6 has been adjusted to the limit given in Chapter 4.5.2 Table 3 and was set to the currently technically achievable analytical limit of quantitation (LOQ) of 0.05 mg/kg. As an editorial change, the word 'benzo[α]pyrene' was corrected to 'benzo[a]pyrene' throughout the Annexes E and F.
Further, the legislation for purity criteria for food colours (quoted in Tables A.1 and A.2 in the entry for some substances) has been updated. Directive 2008/128/EC was replaced by Regulation (EU) No 231/2012 (specifications for food additives listed in Annexes II and III to Regulation (EC) No 1333/2008).
Finally, in Annex F.14 PCB Analytical Method, in the last sentenced the phrase “low values" is replaced by “Low recovery values": “However the homogeneous incorporation of the spike into a viscous, maybe jelly like finger paint, is not without difficulties and low recovery values (<70 %) need to be checked."
